When/Where/How
The FNQ Citizens' Jury took place between 18-22 January 2000 at the Smithfield Campus of James Cook University. Sixteen members of the community have been selected on a random-stratified basis to take part following a mailout to 2000 residents within Far North Queensland.
The rough format of the Jury will consist of one introductory day including an inspection of the Bloomfield Track followed by a day of presentations by technical witnesses and another day of presentations from community representatives. The final day will be taken up with final deliberations and the preparation of short report outlining the Jury findings.

Jury Selection
Sixteen jurors were drawn on a random-stratified basis from responses to 2000 letters sent to target areas (with around 200 responses received).
The intial mailout was conducted by a market research company which randomly selected 2000 names from the telephone directory from within Far North Queensland. The area selected was demarcated by postal code. The postal codes selected covered an area from Cairns city north to Cape York. Responses came from as far afield as Mornington Island in the Gulf of Carpentaria. However, most respondents were from Cairns city or the Douglas shire.
Stratification of jurors was done on the basis of age, education, and length of residency. The stratification process involved selecting jurors to reflect the demographic composition of the region.
Organisers
The FNQCJ was coordinated by Simon Niemeyer as part of his PhD studies. Arrangements for the conduct of the FNQ Citizens' Jury were organised by Jane Palmer, who conducted a Consensus Conference on management of radioactive waste in the UK in May 1999.
